Virginia LCV releases 2026 Conservation Scorecard highlighting lawmakers’ failure to pass data center safeguards

RICHMOND – Today, the Virginia League of Conservation Voters released its 2026 Conservation Scorecard, which ranks all 140 members of the legislature based on their votes on key environmental legislation during this year’s General Assembly session, alongside a new online scorecard platform making it easier for Virginians to access their lawmakers’ environmental records.

The full 2026 Scorecard can be viewed and downloaded here.

While last year saw us award 72 lawmakers for voting alongside our position 100% of the time, this year we recognize none, the first time in our organization’s history we do not have a list of Legislative Heroes due to their failure to deliver serious solutions to the Commonwealth’s most pressing environmental challenge: data centers.

This led Virginia LCV to score the State Budget in its entirety, as the final budget deal reached in late June failed to require data centers to do anything to clean up their act or pay their fair share, and included provisions fast-tracking these harmful facilities in low-income and rural communities – those least equipped to fight the large, wealthy corporations pushing these projects.

“Virginians are tired of watching the richest companies on earth get their way time and time again, while they struggle with higher electric  bills, noise, and pollution. The time for ignoring these environmental impacts is over – lawmakers need to deliver solutions to Virginia’s data center problem,” said Michael Town, executive director of the Virginia League of Conservation Voters. “While much was accomplished this year to advance environmental priorities – and we are grateful – this legislative session will be remembered for what didn’t get done. There’s still time to get this issue right, and we will be looking to the legislature to deliver in 2027.”

This year’s Legislative Leaders scored between 75 and 99% and include the following 23 Senators and 65 Delegates:
