One of the quickest and most affordable ways we can meet energy demand is through small, distributed energy projects 

This legislation increases from 1 to 3 megawatts what qualifies as a “distributed resource,” increases the carveout for projects on rooftops and previously disturbed sites, and brings in more third-party solar to lower costs and increase competition. 

Overall, this legislation shifts solar development to an estimated 10,000 acres of rooftops and disturbed sites like industrial sites and landfills instead of open spaces. 

These bills were one component of the larger Affordable Clean Energy (ACE) package. 

HB628 passed out of the House of Delegates unanimously. SB175 passed out of the Senate 23-16 with Republican Senators Richard Stuart and David Suetterlein voting with Democrats. Gov. Spanberger signed both bills into law.
