PFAS contamination is widespread in Virginia’s drinking water, surface waters, and biosolids, affecting 2.5 million residents and disproportionately impacting low‑income and minority communities. PFAS are not removed by standard treatment systems, leaving water utilities and ratepayers to shoulder high costs while polluters avoid accountability.

Better understanding and tracking how PFAS enters our water system is vital to taking steps to protect public health and our environment from these toxic chemicals.

These bills create the first comprehensive system to identify and track industrial sources of these forever chemicals by requiring industrial users that discharge to publicly owned treatment works to monitor and report PFAS.

HB938 passed out of the House 91-6; SB138 passed out of the Senate unanimously. Both bills were signed into law.
